It has been well documented via correspondence. The assertion from Kolodin and Heap is politically motivated. Maricopa Recorder Justin Heap (Republican) publicly stated in September 2026 that the most recent federal felony report his office received covers only Q2 2025 — leaving over a year of data unavailable for voter-roll maintenance ahead of the election.
